what you'll need:
chair
screw driver
garbage bags
primer
paint
hot glue gun and hot glue(or stapler and staples)
fabric
start with an old chair that needs some more oomph
D.I. is the best place to find one that's super cheap
take off all cushions
these ones just unscrewed off
make sure before you buy it that you'll be able to figure out how to take them off
get it ready to be painted by putting garbage bags under it or some sort of protection so you don't spray the grass a pretty color:)
paint it with primer
spray paint is easiest and gives the best coverage
white is prime (heh heh) since it will brighten the actual color you will paint it - black will dull it down
make sure your eyes and mouth are covered so you don't breath in fumes or get it in your eyes

that or a terrorist.
paint it with the color after the primer is done
2 coats is best
make sure you get the bottom of it as well
leave to dry
now for the cushions
but it's going to be different for every chair and every cushion
i just copied what the original fabric was like
so i basically made a sack of sorts and sewed it on
make sure if your fabric has a design on it that you sew it the right way
most bottom cushions will be like this
cut a piece big enough to give 4 inches extra on each side
hot glue (or staple) one side on
pull the fabric super tight and glue on the opposite side
make sure your design stays on straight
do the same for the other 2 sides but LEAVE THE CORNERS
on the last side you do make sure it is pulled very tight
glue the extra fabric from the corners like this
making sure you don't have too many gathers and folds
cover up ugliness (this was on the cushion originally and i just ripped it off before i started
make sure you add a cute label saying you made it :)
put the cushions back on and you're done!
